Abstract

This paper presents a novel pipeline for parsing rhetorical structures in legislative committee hearings to enhance discourse analysis and democratic accountability.

Reality Card

Core Claim

The proposed rhetorical structure grammar successfully parses 55.21% of California state bill discussions in the dataset.

Method / Result

Achieved an F1 score of 52.8% using a logistic regression-based classifier.

Limitations

The performance of the pipeline may be limited by the complexity of legislative discourse and the specificity of the grammar.
